Pagbilao Mangrove

This mangrove forest is a living proof of a successful rehabilitation effort. Even before World War II, the area was a favorite to poachers who gather the “bakawan” which is a very good material for charcoal. In 1975, the 145 hectare area was declared as Pagbilao Mangrove Experimental Forest by virtue of Bureau of Forest Development (BFD) Administrative Order No. 7 (s. 1975). This declaration provided the necessary protection (and funding) and further poaching was prevented. Now, the diverse ecosystem makes the area a favorite field trip destination mostly of botany and zoology students from prestigious universities. Now haven for photographers and Corporate outings.

“This is our primary source of livelihood. If we do not take care of it, there might be a time when we will have nothing to eat,” says Mr. Laudico Perez, SUGPO President, the Samahang Ugnayan ng Pangisdaan ng Orion “Who else will take care of it except for us who benefit from the sea?

 

Two mangrove nurseries were established in Balut and Camachile, where propagules are nurtured prior to reforestation. Harvesting of propagules is conducted only during January to May because of limited propagules. Nonetheless, the organization encourages its members to continually collect propagules. Mangrove species nurtured include bakauan lalake (Rhizophora Apiculata), bakauan babae (Rhizophora mucronata), bungalon (Avicennia marina) and pagatpat (Sonneratia alba). Nipa seeds are also being propagated, and if successful will be planted along the rivers.The organization will be strengthening its mangrove reforestation and fishery surveillance operations in the coming months through capacity building for its members. One major activity is also to develop second-tier of leaders to ensure the continuity of the organization. An information and public awareness campaign will also be undertaken to increase the mass-based support for coastal and marine management in the Municipality.

 Masinloc is a first class municipality in the province of ZambalesPhilippines. The disputed Scarborough Shoal (under the names Pulo ng Panatag and Bajo de Masinlóc) is claimed by the Philippine government as within the town’s territorial jurisdiction. Due to the continued dispute over the shoal, this has negatively impacted fishermen of the community, reducing catch sizes and affecting the income and standard of living.

Mansinloc Mangrove and Marine Ecotour was organized to have an alternative livelihood for the fishing community at the same time, continue to protect and conserve nature. Located at Brgy. South Poblacion, the 18th-century San Andres Parish Church has been declared a National Cultural Treasure by the National Museum of the Philippines in July 2001.

MASINLOC
 
 Masinloc was among the native settlements visited by Juan de Salcedo in his Exploration of Zambales in San Andres in the barrio of Bani. Thirty-five years later, the town was founded on the southern mouth of the river across the bay from island of Salvia or San Salvador. However, the first convent was built on the eastern shore of Salvia, while the first town site, now covered by the sea, was just in front of the stone church. Actually, the town is now behind the church and is now behind the church and is growing in land across the river towards Collat, Lipay and Baloganon on the North. 
 
 The name Masinloc came from Majinloc, meaning a place where the jinloc, grows in abundance. Whether a tree, shrub, vine or what-not, the identity of the jinloc seems now lost to us, but there still exists a sitio near the town on the river bank which is called cajinlocaqan, that is full of jinloc. 
 Organized in 1607, the first town in the province of Zambales, Masinloc has come to play an important role in every phase of municipal development. It was the first capital of the extensive Province of Zambales that extended from Cape Bolinao to Olongapo, until Sta. Cruz, and later, Iba took his honor from her. 
 
 In the course of time, Masinloc, gave birth to two other municipalities, Palauig and Candelaria, when in the first case seventeen families from Masinloc migrated to and founded Palauig, and in the later, the important barrio of San Vicente, in 1870, was given its decree of independence and made a separate municipality under the new appellation of Candelaria. A little later, Candelaria was reincorporated to Masinloc until 1905, when it finally maintained a separate existence up to now. The ancestors of the Eliazos, Valverdes, Garcias, Lesacas, Medinas and others, of Santa Cruz, Botolan, and Iba, all came from Masinloc.

The Pahiyas Festival is held in honor of San Isidro Labrador, the patron saint of farmers. It is an annual observation in thanksgiving for abundant harvests. Quezon folk decorate their homes with the choicest produce; they string fruits and vegetables together and make the “kiping,” the traditional Pahiyas décor of many colors. These are leaf-shaped wafers of rice makeup and looks like Spanish tacos; these are used to liven up halls and walls, and more craftily turned into arangya (chandeliers) that lighten up the town on fiesta night itself.

The literal meaning of “pahiyas” is actually decorating houses with kiping and vegetables. Aside from this, however, fruits, ropes and straw hats are also utilized. The decorating frenzy starts sometime before the actual fiesta, and the air is abuzz with healthy, friendly competition over who will have the best ornamented house that year. Whoever does gets a reward from the local government.

Other things to try out while there are the pancit hab-hab (which is eaten off banana leaves), the Lucban longganisa, the kiping that’s actually edible and is said to be best dipped in vinegar. Also, visit the Lucban Church and put on some straw hats

Marine Turtles are transboundary creatures, they travel great distances to feed and grow. But because as hatchlings the imprint the magneticfield of area they always go back to where they were hatched after 25 to 30 years to copulate and lay their eggs. How ever communities especially in underdeveloped countries, uninformed of their functions in the environment have hunted them down in the sea or slaughtered them while they lay their eggs in the beach for their shell and skin. While their eggs and meat are collected as food.

NACCI now promotes and support the Pawikan Conservation Center, a community based project of reformed poachers in the protection of the turtles.
